Which are the top performing councils for adult social care services?

Rutland County Council has been named the highest performing council in the country for adult social care. 

The data for 149 English Councils was compiled by the IMPOWER INDEX and shows that Rutland is achieving greater than average outcomes in adult social care, from a less than average spend per head. 

The council is among 11 unitaries, three London boroughs and one county on the top 15 list of councils providing quality social care services while making best use of public funds.

The IMPOWER INDEX, published on The Municipal Journal, lets councils and health trusts across England compare their performances in this area.

Categories including the length of delays between moving residents from hospital into personalised care are examined in the data.

Other councils on the top 15 list include Kingston Council, East Riding and Yorkshire Council and Havering London Borough.

Kingston Council is already recognised as being in the top 20 performing local authorities in England for assisting patients being discharged from hospital, according to NHS England data published in June 2019

The number of social care delayed transfers of care days in the borough have significantly fallen in the last two years, with an 85% reduction since 2016/17. 

Stephen Taylor, executive director of Adult Social Care and Health at Kingston Council, said: “This achievement is a testament of our hard work from our frontline staff to deliver the best of care and support to our most vulnerable members of the community.

“We are pleased to have been recognised nationally, especially in financially challenging times, for the work we are doing to deliver excellent outcomes for our residents.”

The cost of adult social care services will account for 38% of the Kingston Council’s total yearly spend in 2020-21. 

But despite this challenge, the council will be investing £6.6million this year in key services for residents, including adults with learning difficulties and older residents.

Councillor Jason Frost, cabinet member for Health and Adult Social Care at Havering London Borough, said: “Last year, Havering was named by IMPOWER as the best council in London and the south east of England. Being in the top 15 again this year specifically for our adult social care service is further evidence that we continue to achieve excellent value for money on the things that make a real difference to our residents lives.”

This year, IMPOWER is not publishing a ranked list of the top 10 councils, deciding instead to list the 15 highest performing councils in alphabetical order and identifying the one council that performed most strongly.

Ralph Cook, a director with IMPOWER, said the highest performing councils should all be congratulated.

“They have all been able to achieve greater than average outcomes from a less than average spend per head,” he said. “This means that users of social care in their local areas are getting better outcomes at the same time as the council is making best use of public funds.”
